{"id":4483,"date":"2019-11-18T21:04:12","date_gmt":"2019-11-18T19:04:12","guid":{"rendered":"http:\/\/maniatiki.gr\/wp\/?p=4483"},"modified":"2019-11-18T21:05:35","modified_gmt":"2019-11-18T19:05:35","slug":"4483","status":"publish","type":"post","link":"https:\/\/maniatiki.gr\/wp\/?p=4483","title":{"rendered":""},"content":{"rendered":"\n<p><strong>LAND REGISTRY AND FOREST REGISTRY: BUREAUCRATIC INEFFICIENCIES PROVE THE INADEQUACY OF POLITICAL MANAGEMENT<\/strong><\/p>\n\n\n\n<p><strong>&nbsp;&nbsp; Land registry and forest registry are two\nbig national projects, absolutely necessary for the modernisation of our\ncountry, so that there is certainty about land ownership status. Completion of\nthese surveys will lead to security of ownership and will create the necessary\nconditions for the recovery <\/strong><strong>\u03bf<\/strong><strong>f the construction\nindustry, which in turn will lead to tourist development and to more extensive crops.\n<\/strong><strong>It is a\npositive element that the completion of these surveys was imposed by the EU through\nvarious memoranda (and paid by the EU) in order to spur growth in our country.\nFor twenty years now, we have been receiving fat subsidies for the completion\nof these two projects, but we are still unable to finish them. This\ndemonstrates the political inadequacy of the Greek governments, which in past\nyears have been managing these overly generous subsidies<\/strong>. The\ngovernments in office failed not only because of incompetence, but also because\nthey opted for implementation plans on the basis of personal interest. The\nordinary citizens who were expecting that the completion of these processes\nwould mean stability of their ownership status, now find themselves entangled\nin a long-term series of amendments to state decisions, renegotiations and adaptations\nof &nbsp;public procurement contracts with\ncontractors and subcontractors, bottlenecks in court battles, costly fees, and\neven worse, they have no idea when these vague, open-ended procedures will come\nto an end and registration for the whole land will be achieved.<\/p>\n\n\n\n<p>&nbsp;&nbsp; <strong>Recently published developments make the whole land and forestry\nregistry situation even more uncertain. The Supreme Court has just ruled in\nfavour of a citizen\/land owner who claimed that essential data was not\nconsidered during the compilation of forest surveys in his perfecture. This has\nresulted in the annulment of all forest surveys for the whole perfecture, and\nit now creates a precedent for many more such claims on the part of land\nowners. The fact that during the last ten months since the implementation of\nthe registration of agricultural land in the real estate cadastre only 20-25%\nof the land of Mani has been registered, leads us to the conclusion that even\nafter the end of the latest extension of the registration deadline, not even\nhalf the land will have been registered. <\/strong>It is obvious that anything that\nhas to do with the land and forest registration was conducted poorly and with\nthe utmost sloppiness<strong>. <\/strong>Once more,\nthe inefficiency of public administration negatively affects the average\ncitizen. This has already been happening for some time as far as agricultural\nland and forest registration is concerned, but it will become even worse in the\nfuture, during the long remaining years until the completion of these two\nprojects, which will lead to the modernisation of our country. Since the EU\nsubsidies provided for this purpose have already been spent by various state\ngovernments, the high cost of the necessary registration procedures will be\ncovered by the national budget, which means that the expenses will be rolled\nover to the average citizen through general and specific taxation. Once more,\nthe public administration incompetence will become an additional financial\nburden for the Greek tax payers. <\/p>\n\n\n\n<p><strong>&nbsp;&nbsp; The agricultural land and forest\nregistration programs affect a large part of the population, larger than the\nnumber of residents in each municipality. These two projects are of major\nimportance to society, and their handling, as far as both general guidelines\nand specific details are concerned, also fall within the jurisdiction of local\nand regional authorities. Municipal and regional politicians have easier access\nthan the average citizen to central administration authorities and as a result,\nthey could present to higher authorities and pursue issues which are of crucial\ninterest (such as land registry) to their citizens. &nbsp;Municipal authorities also participate in\nregional authority associations (<\/strong><strong>\u03a0\u03b5\u03c1\u03b9\u03c6\u03b5\u03c1\u03b5\u03b9\u03b1\u03ba\u03ad\u03c2<\/strong><strong> <\/strong><strong>\u0395\u03bd\u03ce\u03c3\u03b5\u03b9\u03c2<\/strong><strong> <\/strong><strong>\u0394\u03ae\u03bc\u03c9\u03bd<\/strong><strong>) and central authority associations (<\/strong><strong>\u039a\u03b5\u03bd\u03c4\u03c1\u03b9\u03ba\u03ae<\/strong><strong> <\/strong><strong>\u0388\u03bd\u03c9\u03c3\u03b7<\/strong><strong> <\/strong><strong>\u0394\u03ae\u03bc\u03c9\u03bd<\/strong><strong>), and they\nhave open communication channels with the ministers of the government in office.\nUnfortunately, we have never seen in the press any such proposals presented to\nhigher authorities.
