{"id":7002,"date":"2026-08-17T10:38:33","date_gmt":"2026-08-17T07:38:33","guid":{"rendered":"https:\/\/maniatiki.gr\/wp\/?p=7002"},"modified":"2026-08-17T10:38:36","modified_gmt":"2026-08-17T07:38:36","slug":"a-unified-mani-in-words-narrow-localism-in-practice","status":"publish","type":"post","link":"https:\/\/maniatiki.gr\/wp\/?p=7002","title":{"rendered":"A UNIFIED MANI IN WORDS, NARROW LOCALISM IN PRACTICE"},"content":{"rendered":"\n<p><strong>Those who participate in cultural events, particularly those centered on military events of the past, have noted how many speakers emphasise the phrase MANI, UNIFIED AND INDIVISIBLE. People<\/strong><strong> who follow the actions of those who run public or semi-public institutions, however, find that they confine themselves entirely to a loose and <\/strong><strong>fragmented <\/strong><strong>approach to the issues of development and economic promotion of Mani. They forget that both the region&#8217;s distinctive geographical and climatic characteristics, as well as the Maniot epics of the War of Independence of 1821, point toward the need for a unified approach to the challenges of the <\/strong><strong>modern era<\/strong><strong>. Treating Mani as a <\/strong><strong>unified entity is<\/strong><strong> not merely an emotional aspiration; it is a practical necessity, if the complex challenges of our century are to be addressed effectively.<\/strong><\/p>\n\n\n\n<p>During the modern era<strong>,<\/strong> the loss of the region&#8217;s unified character first occurred administratively during the dictatorship of Ioannis Metaxas<strong>.<\/strong> The Province of Oitylo<strong>,<\/strong> in the Prefecture of Laconia<strong>,<\/strong> was effectively truncated<strong>,<\/strong> and the area extending from Verga to Agios Nikon was transferred to the Province of Kalamata in the Prefecture of Messinia<strong>.<\/strong> While Kalamata<strong>,<\/strong> with its continuous commercial and population growth<strong>,<\/strong> may have acted as a magnet for the Maniot economic activities<strong>,<\/strong> it had held that role ever since it first began to develop into an urban center five centuries ago<strong>.<\/strong> At that time<strong>,<\/strong> when this part of Mani was placed under the administration of Messinia<strong>,<\/strong> citizens&#8217; dealings with the government offices lin Kalamata were made relatively easy by the petrol-powered passenger boats (\u03b2\u03b5\u03bd\u03b6\u03b9\u03bd\u03cc\u03c0\u03bb\u03bf\u03b9\u03b1) that provided regular transportation; this explains the silent acceptance of the administrative division of Mani&#8217;s unified character<strong>.<\/strong> Over the many decades that have passed since then<strong>,<\/strong> with the profound shifts in transportation and especially with the development of digital methods of administrative service<strong>,<\/strong> this factor has largely been mitigated<strong>.<\/strong> At the same time<strong>,<\/strong> obstacles to development have emerged\u2014 obstacles arising from the close administrative attachment of sparsely populated areas to a rapidly growing urban center that absorbs the greater part of the state resources allocated to the prefecture in order to cover its own needs<strong>,<\/strong> leaving the periphery with enormous deficits in the area of public investment<strong>.<\/strong><\/p>\n\n\n\n<p>Within the planning framework of the European Union<strong>,<\/strong> regional development has long ranked among the highest priorities<strong>.<\/strong> In particular<strong>,<\/strong> initiatives promoting joint action in geographically and culturally homogeneous regions are frequently supported through dedicated funding programs\u2014the so-called Community Initiatives (K\u03bf\u03b9\u03bd\u03bf\u03c4\u03b9\u03ba\u03ad\u03c2 \u03a0\u03c1\u03c9\u03c4\u03bf\u03b2\u03bf\u03c5\u03bb\u03af\u03b5\u03c2) \u2014which are incorporated into each new Community Support Framework programming period<strong>.<\/strong> Mani itself has recently benefitted from two such Community Initiatives<strong>,<\/strong> both of which recognised and included the region as a unified whole of natural landscapes and human settlements<strong>: a) Leader II \u2013 Mani<\/strong> in 1995 and <strong>b) <\/strong>the <strong>Integrated Territorial Investments (ITI) of Mani <\/strong>(\u039f\u03bb\u03bf\u03ba\u03bb\u03b7\u03c1\u03c9\u03bc\u03ad\u03bd\u03b5\u03c2 \u03a7\u03c9\u03c1\u03b9\u03ba\u03ad\u03c2 \u0395\u03c0\u03b5\u03bd\u03b4\u03cd\u03c3\u03b5\u03b9\u03c2 (\u039f\u03a7\u0395) \u039c\u03ac\u03bd\u03b7\u03c2)in 2018<strong>.<\/strong> By their very design<strong>,<\/strong> and indeed by their very name<strong>,<\/strong> these programs required an integrated approach to development in each of the areas selected<strong>,<\/strong> alongside the parallel aim of shaping lasting social and institutional structures<strong>.<\/strong> Even a superficial examination of their results leads to disappointing conclusions<strong>: <\/strong>&nbsp;the local administrators largely adopted a narrow management approach<strong>,<\/strong> aimed primarily at absorbing the available funds<strong>,<\/strong> rather than maximising long-term developmental outcomes across the entire area\u2014which<strong>,<\/strong> after all<strong>,<\/strong> had been selected precisely because of the unity of its landscape<strong>,<\/strong> climate<strong>,<\/strong> architecture and inhabitants<strong>.<\/strong><\/p>\n\n\n\n<p><strong>As if the small number of permanent residents in our region were not enough of a disadvantage in securing development funding, we further weaken our position through internal divisions which, at best, result in each local authority showing little interest in what the others are doing.<\/strong> The autonomous growth of private investments in land and construction<strong>,<\/strong> together with the resulting improvement in household finances<strong>,<\/strong> appear to have diverted attention from the underlying reasons for these positive results<strong>.<\/strong> In other words<strong>,<\/strong> <strong>it is not yet understood that the unique Maniot natural environment\u2014which combines the majestic Taygetos mountain range with jagged coastlines, together with a mild climate and the architectural monuments of our ancestors\u2014is the main reason for attracting visitors and increasing local income. Nor has it been understood that in order to maintain and expand this growth, public investments are required in roads, water supply, sewage systems, and social services. Achieving these objectives, in turn, requires coordinated action based upon Mani&#8217;s unified character and development policies of an integrated nature. To accomplish this, local representatives must come together, formulate a common development strategy, and agree on shared proposals. They should then seek the support of the many politicians of Maniot descent who, in most cases, are themselves elected by invoking that very heritage and with the backing of voters of Maniot origin residing in the electoral districts in the Athens metropolitan area.<\/strong><\/p>\n\n\n\n<p>THE EDITORIAL BOARD<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Those who participate in cultural events, particularly those centered on military events of the past, have noted how many speakers emphasise the phrase MANI, UNIFIED AND INDIVISIBLE.
